Vehicle Continuity in Driving Levels

In the maps where you drive vehicles like the coast or canal maps, I wondered if it would be possible if you stayed inside of the vehicle after and during a level change sequence.
Currently, if you drove your airboat or jeep into the area where the next map countdown begins you would teleport just outside of it. Instead, you could stay in the vehicle with the controls and vehicle locked as if you walked into the level change zone. When the map changes all players could spawn in their airboats or jeeps ready to go. This would remove the need to wait on your vehicle to spawn in order to progress plus it would also help make the driving levels be more seamless.
Now there is the obvious problem of 4 - 10 players spawning with their own vehicle in a tunnel creating a mass of cars and potentially killing other players on spawn. Or if some people disconnected and you have those vehicles laying around doing nothing but being roadblocks (I'm not sure if there is already a fail-safe that deletes unused cars if the owner of them disconnects.) But a possible solution to this problem would be to have the vehicles not collide with each other until they leave the general area of the level change or after 10 seconds into the map the vehicle collision is re-enabled. Most players should be well separated once they are all driving outside of the tunnel or wherever they would spawn.
Forgive me if this idea has already been brought up or is impossible to implement. And if it is impossible, what is the reason? -
NPCs Having Odd Animation Behavior

Throughout the HL2 Campaign (And in Ep. 1 & 2) you may see that some NPCs do not play their animations correctly. I've noticed that playing on populated servers causes the animation glitches to be more frequent and noticable (Such as, erratic twitching of the arms or legs), while playing on your own server with no one else causes them to be slightly more tame.(Animations simply not playing, NPCs not in correct locations.)
For example in d1_trainstation_03 where you are in the appartments, NPCs sometimes just stand there a don't look out the window, sit on the couch etc. as they do in HL2.
And in d1_canals_01, towards the end where you are in the boxcar with the Vortiguant and the citizen, you might see that when the citizen opens the boxcar door, he may eirther stand and do nothing while the door opens by itself or T-Pose (Or the pose where they stand with their arms outstretched.)
For some reason, I only noticed this occuring with generic citizens and rebels, specific characters (Kliener, Barny, Alyx, Eli) play their animations correctly most of the time.
