A few of my buds reported success when moving everything in the root steam folder to a new folder (for backup) except for Steam.exe and the steamapps folder, then executing Steam.exe -- this basically reinstalls steam without deleting any games. It May be a rather extreme approach but it is the only solution I know that, so far, has worked 100% of the time.

Had exactly the same problem and can confirm that deleting all but steamapps, userdata and steam.exe also fixed it for me.

I would like to point out though that deleting your userdata folder will remove your save games and settings for your steam games that store them there.
