I have the same problem. Is there any solution yet?
Things I tried.
- Restarting Steam - Exit dialog
- Logoff and Login Steam client
- Reinstall Synergy, HL2, HL2:EP1, HL2:EP2 and HL2:LC
- Deleting content of Synergy, HL2, HL2:EP1, HL2:EP2 and HL2:LC and deleteing corresponding folders in SteamApps\user also deleting *.gcf files
- Starting the campaign at least to finish level one in HL2, HL2:EP1, HL2:EP2 and HL2:LC.
- Deleting both blob files.
- New IP ISP / Restart PC (several times)
- Changed my steam name to remove whistspaces and caracters.
- Checked with status,

The only way I got it "FIXED" is by creating a local Server IN LAN modus.
